Two militants, civilian killed in Pulwama gunfight
Two Hizb ul Mujahideen militants and civilian were killed in a gunfight and ensuing clashes in Drubgam village of south Kashmir’s Pulwama district on Monday. Fifteen civilians and two soldiers were also injured.
The slain militants were identified as Sameer Ahmad Bhat alias Tiger of Drubgam and Aqib Ahmad Khan of Rajpora, sources said. Bhat was on the list of most wanted commanders in south Kashmir.

Reports said that fifteen civilians were injured in the clashes. They said that five of them have been shifted to Srinagar for specialized treatment.
A major and a soldier of 44 RR were injured in the initial exchange of fire with the militants, reports said. The injured were shifted to 92 base military hospital in Badami Bagh Srinagar.

A civilian Shahid Ahmad of Arihal village was hit by a bullet during clashes near the site of gunfight underway in the village since today morning. He was shifted to District Hospital Pulwama where doctors declared him dead on arrival, they said.
Medical Superintendent Pulwama hospital, Abdul Rashid Parra confirmed the death of the youth. He said that the youth had received serious firearm injury.

Two militants, civilian killed in Pulwama gunfight

28 New Youth joined Militancy in 2 months From South kashmir | Reports |

Highly placed sources said that since April 1, the day when in three different encounters at Shopian and Anantnag, 13 militants and 4 civilians were killed, at least 28 youth from Kulgam, Pulwama and Shopian have joined militant ranks. Majority of them hail from Pulwama district. Sources added that no youth from Anantnag district has joined the militancy this month. Most of these youth have joined militant outfit Hizbul Mujhadeen followed by Jaish-e-Muhammad.

Contrary to their belief and perception, Security Agencies have started showing concern over the new trend of youth mostly educated ones joining militancy. A security official wishing not to be named said that they have already taken up the matter with New Delhi and means and ways are being devised that could repel youth from militancy. “Of course, it is a serious issue that needs to be tackled. We had thought that Kachidoora and Dragadh encounters will make youth re-think of joining any militant organization but everything has backfired,” he told news agency CNS.
Reliable sources said that a large number of youth who are keen to join militancy are unable to do so because militant organizations have been facing acute shortage of weapons. “The weapon snatching incidents indicate that militant outfits are facing shortage of arms. This weapon snatching scenario can be viewed from other angle as well.
Usually, new entrants are being tasked to snatch rifles from security men. Recent incident, in which new recruits from Hizbul Mujhadeen snatched four assault rifles from security men guarding a temple near Hyderpora, Srinagar proves our point,” the official said.
If sources are to be believed, security agencies have been facing another challenge on part of general public who usually emerge near encounter sites to ensure militants break the cordon.
“In such a scenario, civilians get killed which is a grave concern. “This is an effort, perhaps for the first time wherein we will have our policemen dealing with the various types of crisis including militancy,” director general of police, Shesh Paul Vaid told Greater Kashmir.

A new special operating procedure (SOP) is proposed to be worked out for guiding the CRTs in consultation with experts from outside, to save houses where militants take refuge during anti-militancy operations, and to avoid killing civilians.
The CRTs would be required to enter houses where militants hide. According to an official order issued by Vaid a board of officers headed by additional director general of police A K Chaudhary has been formed to set the process rolling.
“Inspector General of Police Kashmir S P Pani and IGP Jammu zone S D Singh will be the members of the Board,” reads the order dated April 7, 2018.
The order states the Board is directed to constitute teams from the Jammu Kashmir Armed Police (JKAP) for meeting the “rising urban terror crisis.”

Official sources revealed the need for constituting CRTs was felt after analysing reports of rising urban militancy in Kashmir and foreseeing “tough situations”.
They said experts from foreign countries may also be roped in for training the JKAP commandoes.
Speaking on condition of anonymity, a senior police officer said armed militancy across Kashmir received a flip after the killing of BurhanWani in July 2016 with 100 joining the militant ranks within a year after that.
“What was surprising, north Kashmir towns that include Baramulla, Kupwara, Sopore, and Bandipora too witnessed rise in youth joining militancy, but the figure wasn’t as worrisome as that of south Kashmir,” the officer said, adding south Kashmir registered a “tremendous surge in youth joining militancy” and had 10 to 12 youth joining up in each townArmy Helicopters Hover South Kashmir to find Militants. watch here
