Jhelum Crosses Danger Mark in South, Touching ‘Alert Level’ In Srinagar SRINAGAR — After poor winter season that brought Kashmir to the brink of drought, the rains from last few days have put the Valley on the edge of flooding. The flood has already been declared in South Kashmir as river Jhelum breached the danger mark of 21-ft at Sangam at around 6 p.m. Friday in Anantnag district while it was touching ‘flood alert level’ in Srinagar at 9 p.m. According to an official of Irrigation and Flood Control Deptt, Kashmir, the river Jhelum was flowing at 23.03-ft at Sangam at 9 p.m. which is above the mark of 21-ft at Sangam when flood is declared in South Kashmir. “The habitation residing along the embankments of River Jhelum / Nallahs and in low lying areas of South Kashmir are advised to remain vigilant,’ Chief engineer Irrigation and Flood Control said. Besides the staff deputed on flood duty in South Kashmir is directed to report to their respective sectors/beats, he added.

Major Flood ‘Highly Unlikely’: Lotus.


SRINAGAR — The threat of a major flood was highly unlikely in Kashmir but nevertheless it’s always good to be prepared, Director Meteorological Department Sonam Lotus said on Friday. He said that it has been raining continuously since night of June 27 in most parts of state. “Many places of South, East Kashmir and Hilly Areas of Jammu region received heavy rain as a result of which there’s significant increase in Water Levels in Nallahs, Rivers etc. thereby increasing chances of potential flood, landslide on vulnerable areas,” he said. Lotus said there was moderate, and at place heavy, rainfall at due to monsoon and western disturbance. “There is the interaction of monsoon cloud and monsoon wind-- and western disturbance -- easterly and westerly which brought the moisture from Arbian sea and Bay of Bengal also and due to their convergence the rainfall occurred here.” Regard forecast, he said, there would be gradual decrease in rainfall from Friday evening and significant and overall improvement from Saturday. “There can be a landslide in the sloppy area, flash flood, minor flood and water logging in low lying areas. People are requested to remain calm but vigilant, prepared and not to spread rumours of flood. Looking at the forecast, the threat of a major flood is highly unlikely but nevertheless, it is always good to be prepared.

Police maps new age militancy’s patterns and trends


The killing of Hizbul Mujahideen commander Burhan Wani on July 8, 2016, marks a watershed in militancy in the Valley because it is directly linked to a cycle of recruitments to this day, says a confidential report prepared by security agencies and accessed by The Indian Express. The report, tracing the antecedents of as many as 35 young men who became militants after Wani’s death — most of them have been killed in encounters — tracked their networks, friends and family, and pored over interrogation reports to find how each was “influenced” by the killing of Wani, said a report published by The Indian Express. Their killing in encounters, in turn, has pushed others into militant ranks, the report finds. The result: a steady supply of local young men who have kept the Valley on the boil. This has significant implications for any counter-insurgency effort, said a top security official involved with the report, adding there was a need for “suspension of operations” to go in for an “immediate course correction,” reported The Indian Express. Earlier, the entire recruitment of a local youth into militant ranks was a secret process. With rare exceptions, new entrants would begin as “upper ground workers” and then would be sent for arms training across the Line of Control for a minimum period of three months, return with arms and ammunition. These men would operate with aliases and hide their identities. Though these men had varied motivations to become militants in post-1990 Kashmir, they had an almost similar background. This has changed. “This generation was born after 1990 and all they have seen are guns, violence, bloodshed. Azadi is a real thing for them. They have heard about it all their lives. It is an essential part of daily life. they talk, discuss and lament that nothing is happening,” The Indian Express quoted a senior police official as saying. “They see acceptance of a youngster’s decision to join militancy at the societal level. There hasn’t been a discussion within Kashmir on the futility of this new militancy, hardly anybody points out that this is nothing less than suicide. Such rational criticism may happen privately but it isn’t done publicly,” said a senior official. “After the initial phase of 1990, local militancy had taken a backseat. Over the years, the public response to a militant’s killing has changed. There is hardly anyone who doesn’t refer to a killed militant as shaheed (martyr). Wani also took the mask of anonymity off the face of militants. He started the trend of using a real identity, real name, putting out pictures,” he said. That’s why “today, it’s a killed militant who is more dangerous than a living one. Death has failed to be a deterrent,” The Indian Express quoted the official as saying. Typically, a fresh recruit today announces his entry into militant ranks by posing with a gun and posting that picture on social media. His family then approaches police with a missing report to avoid trouble. The recruits aren’t trained, don’t have a steady supply of arms and are dependent on the rifles snatched from police and security forces. “They rarely plan attacks on installations. A majority of them are killed after being hunted down in and around their native places,” the official said. Consider some telling examples from the report: * Adil Mushtaq Mir of Frestbal, Pampore, was influenced by Wani’s killing to take up arms. Mir joined militancy on August 1, 2016. He was killed in an encounter on June 16, 2017, in Arwani, Bijbehara, along with two other local militants, Junaid Ahmad Matoo of Kulgam and Nasir Ahmad Wani of Shopian. Five young men, Parvez Ahmad Mir of Pulwama; Rasiq Nabi Bhat of Tral; Rayees Ahmad Thokar of Shopian; Waseem Ahmad Wani of Shopian; and Javaid Ahmad Bhat of Kulgam, all joined militancy within a week of the encounter in which Adil Mushtaq was killed. * Mohammad Ashraf Dar of Pulwama joined militancy on September 14, 2016 — his decision was linked to the killing of Burhan Wani. Dar was killed in an encounter at Tral on August 9, 2017, along with two more local militants, Zahid Ahmad Bhat and Ishfaq Ahmad Bhat. Dar’s encounter, the report says, led to four fresh recruitments: Mohamamd Yousuf Ganai of Pulwama, who joined militancy on August 16, 2017, and Fardeen Mohi-ud-din Khanday on September 15, 2017; Arzoo Bashir Najar on September 19, 2017, and Irfan Hassan Rather on October 29, 2017, all three from Tral. * Basit Rasool Dar of Bijbehara joined militancy on October 21, 2016, and was killed in an encounter in Anantnag on December 14, 2016. After Dar’s killing, Azad Ahmad Malik of Bijbehara joined militancy on December 20, 2016. * Wakeel Ahmad Thokar of Kulgam joined militancy on September 6, 2016, influenced by Burhan Wani’s death. He was killed in an encounter on February 12, 2017, in Kulgam along with Farooq Ahmad Dar of Kulgam and Younus Lone of Hawoorah. Subsequently, Lone’s close friend, Dawood Ahmad of Allie, joined militancy on March 10, 2017. * Sayar Ahmad Wani of Kulgam joined militancy on September 28, 2016. He was killed on September 11, 2017, in an encounter in Kulgam along with Dawood Ahmad of Allie. Their killing was followed by the recruitment of Malik Asif Naseer and Zahid Rashid Bhat of KulgaInfluenced by the killing of Burhan Wani, Firdous Ahmad Lone of Shopian joined militancy on September 5, 2016. Lone was killed in an encounter in Shopian on January 24, 2018.

Breaking::Militant caught alive during Kulgam gunfight.


Jammu and Kashmir Police on Sunday said a militant was caught alive during a gunfight in Kulgam district of south Kashmir that left his two associates dead. A spokesman said two militants of Lashkar-e-Toiba were killed in the gunfight with the government forces in Chidder village of Qaimoh tehsil. He said a militant surrendered before the forces. "In pursuance of the policy of giving opportunity to local militants to shun the path of violence and resume normal life, the security forces once again motivated a local youth who had recently joined the militant cadre to surrender today in Kulgam during a fierce encounter, wherein, very heavy volume of fire was brought down on the security forces," said an army spokesman. He said two militants were kiled in the firefight. "It is once again reiterated that all local militants will be given an opportunity to surrender during operations," he said.

BJP Leader Threatens Kashmiri Journalists Of ‘Shujaat-Like’ End


KO. Controversial BJP leader Lal Singh Chaudhary, who was forced to resign in April as a minister in the Mehbooba Mufti government that fell this week, threatened Kashmiri journalists of a Shujaat-like incident, referring to the recent murder of senior journalist Shujaat Bukhari. Addressing a press conference in Jammu, Singh accused Kashmir’s journalists of creating a “vicious atmosphere” in the Valley and elsewhere in the border state. “I warn them to draw a line in their journalism. They have to see how they want to live. Whether they want to live like Basharat.... See what happened to him,” he said. While Chaudhary mouthed it as Basharat, he apparently meant Bukhari, going by the circumstance. Basharat and Shujaat are brothers—the former having been a minister (of law) in the PDP-BJP government that collapsed on Tuesday. Shujaat Bukhari was shot dead outside his Srinagar office on June 14 by unidentified gunmen in an act the police described as “terror”. Giving a hint at it, legislator Lal Singh on Friday asked Kashmiri journalists to “behave yourself” to “ensure brotherhood, progress and development”. The clipping of his statement has gone viral in the Valley. “Outrageous,” said the National Conference, condemning the remarks of 59-year-old Singh, who was forest minister in the Mehbooba Cabinet from where he was forced out this summer for joining rallies held in support of rape and murder accused of an eight-year-old Muslim nomad girl early this year. The party asked the Police to take cognisance of the “threatening” statement. “We hope the law isn’t subverted,” an NC spokesman said. The Congress, too, flayed the MLA’s threat to journalists. It was “shocking and reprehensible”, according to national spokesperson Randeep Singh Surjewala. At the state level, the party’s Salman Anees Soz said he was “not surprised” by Chaudhary’s behaviour. “He knows that in the BJP, the more vile you are the better your leadership prospects. He is trying to become a top leader of the Jammu BJP. This is what the BJP has to offer J&K.” Chaudhary is not new to controversies. In 2016, he threatened a delegation of the state’s Gujjar farmers by reminding them of the 1947 massacre of Muslims in Jammu region following Partition. The leader later said he was referring to the “temperature”. This spring, his brother Rajinder Singh abused Mehbooba Mufti when she was the chief minister. At a rally in Hiranagar that was also addressed by Chaudhary, Singh, who too supported the accused in the Kathua crime, had started protests and marches in Jammu against the PDP-BJP government’s stand in the case. Singh too was demanding the CBI probe in Kathua rape and murder. Ever since his sacking (along with Chaudhary) from the Mehbooba ministry, Singh has tried to project himself as a Jammu leader, hitting out at everyone, including PDP leader Mehbooba and his own BJP leaders. In fact, in the recent past, he has taken out at least 25 rallies, where the leader would accuse BJP colleagues of “surrendering to Kashmir-centric leaders and separatists”. Singh had also, on March 1, addressed a rally of the far-right Hindu Ekta Manch, which was formed in Jammu in protest against the arrest of the accused in the Kathua case. As the Crime Branch investigation revealed that the eight-year-old girl was held captive, drugged, beaten up and repeatedly raped from January 10 to 15, public rage grew against Chaudhary and another minister Chander Prakash Ganga for addressing that Jammu rally. Ganga had told the gathering that the Crime Branch had created a “jungle raj” in the area, while Chaudhary had said, “One girl has been killed here now, but they don’t realise many women have gone missing since 1947....

ISLAMABAD —- Pakistan on Thursday expressed its willingness to receive the United Nations’ Commission of Inquiry (COI) in its part of Kashmir, but impliedly again conditioned it with New Delhi also agreeing to the commission’s visit to Jammu and Kashmir. Pakistan was ready for a commission of inquiry to visit both Pakistan controlled Azad Kashmir and Indian controled Kashmir, Foreign Office spokesman Dr Muhammad Faisal said at the weekly media briefing apparently linking the acceptance of the commission to its visits to both parts of Kashmir, Dawn reported on Friday. Mr Faisal exhorted India to accept the commission UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein had called for setting up of a Commission of Inquiry, the UN’s highest-level probe, to investigate human rights violations in Kashmir. The call followed the first report on Kashmir by the Office of the High Comm¬i-ssioner for Human Rights (OHCHR). The report that pointed to impunity for rights abuses and lack of access to justice in Indian part of Kashmir; and certain administrative, constitutional and legislative issues related to Pakistani Kashmir, was welcomed by Islamabad, but rejected by New Delhi.The report had mentioned that neither India nor Pakistan allowed unconditional access to territories under their control for investigations for preparation of the document.findings were then based on “remote monitoring of the situation” in the two parts of Kashmir. India had refused to allow the UN visit, while Pakistan linked its permission to India allowing the UN team to tour held Kashmir.The spokesman challenged India to allow the UN team to access the occupied valley. “India can address its claims of the (OHCHR) report being based on unverified information by allowing the COI and OIC Independent Permanent Hum¬an Rights Commission access to held Kashmir. Mr Faisal further said: “The isolation of India in the international community is complete. The skeletons in Indian closet are growing in numbers and size.” The spokesman further asked the Indian government to hold an independent, transparent and credible probe into the assassination of Kashmiri journalist Shujaat Bukhari. “The Indian government remains fearful of international exposition of the brutalisation of occupied Jammu & Kashmir. Govt. urged to make rule against handing over bodies of militants to their families Government forces have urged the Centre to firm up a policy against handing over bodies of militants killed in encounters in Jammu and Kashmir to their families in an effort to prevent people from attending their funerals, which often motivates many local youths in joining militancy. According to a report published by Indian officials said Jammu and Kashmir Police is also of the view that handing over of militants’ bodies shores up emotions in the area during funerals in the locality, and leads to an atmosphere that is conducive for more youths picking up the gun. The report said that, both men and women attend these funerals, which eventually turn into charged anti-India rallies, the officials reasoned. The police are responsible for conducting formalities and handing over the body of a dead militant to his family even when he is killed in encounter with the government forces. While the Centre is yet to take a decision on the issue, sources indicated that the final decision may be left with the state police, which will decide on a case-to-case basis on whether to pass on the body to a slain militant’s family. Authorities may decide on burying militants killed in encounters at the place nearest to the encounter site, it is learnt. recent study conducted by Jammu and Kashmir Police on radicalization and militancy in the Valley also states that one of the final stages of youths joining militancy is when a militant “gets killed and is turned into a martyr by stakeholders, becomes a hero for other disillusioned youth, (and thereby) completing the vicious cycle, reported Indian Express.

SRINAGAR:: Massive clashes erupted in Zainakote area of Srinagar after the killing of Islamic State Jammu Kashmir (ISJK) chief Dawood Salafi in a gunfight with forces in Srigufwara area of south Kashmir’s Anantnag district on Friday,eye witness said that a huge number of youth descended on the Srinagar-Muzaffarabad highway at HMT Zainakote as the news of killing of Salafi spread.He said the youth hurled rocks at the police and paramilitary forces which retaliated by firing tear gas shells.Salafi was killed along with three associates in Nowshera Khiram village of Srigufwara earlier today. A civilian and a policeman were also killed in the firefight. Reports said youth were shouting pro-freedom and anti-governmental slogans to protest against the killing of militants. the protest soon turned in clashes after youth hurled stones on forces which in retaliation fired tear smoke shells and pellet firing to disperse the agitated youth. Rieports said forces also fired few rounds of bullets in the air to disperse them from the national highway.Daawood was long with his associates Majid Manzoor Dar of Talangam Pulwama and Aadil Rehman Bhat of Shettipora Bijbehara and Mohammad Ashraf Itoo of Hatigam Srigufwara Anantnag.Police said initially Dawood was known to be affiliated with TuM outfit. The slain, according to an official, were identified as ISJK chief Dawood Salafi alias Burhan from HMT Srinagar, Majid Manzoor Dar from Talangam Awantipora, Ashraf Itoo from Hatigam Srigufwara and Adil Hassan Mir from Sheipora Srigufwara. Four militants, including the chief of IS in Jammu and Kashmir, were killed in a gunfight with government forces in Srigufwara area of south Kashmir’s Anantnag district on Friday, police said The slain, according to an official, were identified as ISJK chief Dawood Salafi alias Burhan from HMT Srinagar, Majid Manzoor Dar from Talangam Awantipora, Ashraf Itoo from Hatigam Srigufwara and Adil Hassan Mir from Sheipora An army spokesman said that a joint party of police, army and the CRPF was fired at from a house while they were carrying searches in Nowshera area of Anantnag. One More Missing youth from South Kashmir joins militancy


Awantipora: A youth from Hariparigam Awantipora area of South Kashmir’s Pulwama district who had gone missing a couple of days ago has reportedly joined militant ranks. Hiz photograph carrying assault rifles has gone viral on social media. The youth has been identified as Shakir Ahmed Wani son of Ghulam Muhammad Wani, a resident of Hariparigam Awantipora 21 year old Shakir is a final year student of BSc Lab Technology. His family had made vehement appeals to him through social media to return to home as his mother was hospitalized shorty after his disappearance. “Family has lodged a missing report at police station and we have started the investigation,” the official.

Anantnag encounter: A civilian and cop killed, two Armymen injured


Srinagar, June 23: The gunfight which started early morning between goverment forces and militants continues in Srigufwara area of Anatnang district. A official sources told GNS that during early exchange of firing two civilians, 2 Armymen and one cop of JK Police was injured. They were immediately rushed to nearby hospital where one civilian and cop succumbed to their injuries. As reported earlier the BJP today decided to pull out of its ruling alliance with the PDP in Jammu and Kashmir. Youth killed in Firing at Kulgam.


Youth killed, another injured in forces firing at Kulgam Srinagar, June 18 (GNS): A youth was killed and another was injured in alleged army firing at Nowpora area of Mir Bazar in south Kashmir’s Kulgam district on Monday evening. A senior police officer told GNS that a group of youth pelted stones on army’s 9 RR party who allegedly resorted some gunshots. In the incident, two persons suffered serious bullet wounds, he said. Both the injured were taken to Janglat Mandi hospital in neighboring Anantnag district. A doctor who operated upon the trio told GNS that among the three injured one youth namely Aijaz Ahmad Bhat son of Bashir Ahmad Bhat of Nowpora Akhran declared brought dead on arrival. Another injured namely Rayees Ahmad was referred to Srinagar hospital for specialized treatment.

Two more Militants killed in Bandipora | read here |


Srinagar, June 18 (GNS): Two more militants were killed in an ongoing encounter at Panar forest area of north Kashmir’s Bandipora district. Official sources told GNS that today morning a fresh gunfight broke out between the militants and the joint team of army’s 14 RR, 22 RR and Para Commandos in the dense forest area of Panar. A police officer also confirmed the killing of two militants in the operation. On June 14, two militants and an army soldier were killed in the operation. The officer had said that six soldiers including an officer were also suffered injuries so far in the ongoing operation. “The operation was launched on June 9 when the militants and the government forces exchanged brief gunfight in Raynar forests adjacent to Panar area. The operation with the help of additional reinforcements of army’s Para Commandos continued and entered on 10th straight day today,” the officer said. He said that during the period the joint team of forces and militants exchanged intermittent firing several times. “Operation is still going on to trace out the hiding militants,” the officer added..

This year, Eid-Al-Fitr or the “Feast of Breaking the Fast”, is expected to fall on Friday, June 15, in most Islamic countries, according to International Astronomical Centre (IAC).
The IAC on Wednesday said that the moon crescent is likely be seen on the night of June 14 with the naked eye or through a telescope and if the new moon is spotted, then most countries will celebrate the Eid marked the first day of Shawwal on the same day.
Like millions of Muslims around the world, Indian devotees celebrate the month of Ramadan, the solemn period of reassessment by abstaining from eating, drinking, and other activities from dawn to dusk. Following the sighting of the moon, people seen greeting each other and began celebrating Eid.
