 23 individuals designated as terrorists under UAPA so far since 2020: Centre



Srinagar: The Union Ministry of Home Affairs on Tuesday said that 23 individuals have been designated as terrorists under the Unlawful Activities (Prevention) Act (UAPA) so far since 2022. 


Minister of State for Home Nityanand Rai in a reply in the Lok Sabha, as per KNO said that 23 individuals have been designated as terrorists under UAPA 1967 and their names have been added in the Fourth Schedule of the Act.


Among the 23 designated terrorists, 3 are from Jash-e-Mohammad outfit, 5 from Lashkar-e-Tobia and 6 from Hizbul-Mujahideen outfit. 


Lashkar-e-Tobia terrorists include Hafiz Talha Seed, Sheikh Sajad alias Sajad Gull, Habibullah Malik, Mohammad Amin Khubaib and Arbaz Ahmad Mir.


Those associated with JeM include Mohiuddin Aurangzeb Alamgir, Ashiq Hussain Nengroo and Ali Kashif Jan. Those who are associated with Hizbul Mujahideen include Imtiyaz Ahmad Kandoo, Showket Ahmad Sheikh, Basit Ahmad Reshi, Basheer Ahmad peer alias Imtiyaz Alam, Irshad Ahmad alias Idrees and Dr Asif Maqbool Dar.


Those who belong to other organizations include Mushtaq Ahmad Zargar alias Latram of Al-Umar-Mujahideen/JKLF, Arjumand Gulzar Dar of Al Badr, Nafiq Nai alias Sultan of Tehreek-ul-Mujahideen, Zafar Iqbal alias Salim of Harkat-ul-Jihad-Islami, Bilal Ahmad Beig Babar of JKIF, Sheikh Jameel-ur-Rahman of Tareek-ul-Mujahideen, Ajaz Ahmad Ahangar of Al-Qaida, Arshdeep Singh Gull alias Arsh Dala of Khalistan Tiger force and Harwinder Singh Sandhu of Babar Khalsa International.

Srinagar, Mar 19 (KNO): Jammu and Kashmir police Sunday said that providing a security cover and bullet proof vehicle to a Conman from Gujrat who posed himself as a PMO official, was not an intelligence failure but a “mistake” which is being investigated.


“We don’t provide security cover to anyone on verbal communique or order,” ADGP Kashmir Vijay Kumar told reporters, as per news agency—Kashmir News Observer (KNO) on the sidelines of a function in Srinagar. He said that a team led by a senior IPS officer raided a hotel and arrested the Conman from Gujrat and recovered fake visiting cards from him. “A proper FIR has been lodged and the Conman was interrogated. At present he is behind the bars under judicial remand,” the ADGP said.


He said that J&K police are in touch with the Gujrat police. Asked whether providing security cover to Conman was a security lapse and intelligence failure, the ADGP said: “It was not an intelligence failure but yes a mistake for sure which is being investigated.” He, however, said that any officer who ordered for providing security to the Conman will be dealt with.


About the query about possible rise in the crime rate, he said that there is no surge in the crime rate but there is an increase in reporting the crimes by the people who trust police for its thorough investigations. “Crime cases are being investigated thoroughly and culprits are being arrested and punished as well,” he said.


On attaching the properties, he said that property used for terrorist activity or used by terrorists for shelter will be attached be that a vehicle, building or a House—(KNO)

lashed plains in last 24 hours, leading to slight drop in mercury at most places, while as weather department on Saturday forecast more precipitation in Jammu and Kashmir till March 20.


A meteorological department official here told GNS that received 1mm of rain in 24 hours till 0830 hours, Qazigund 3.8mm, Pahalgam 2.1mm, Kupwara 00mm, Kokernag 28.4mm, Gulmarag 0.6mm, Jammu 1.4mm, Banihal 41.8mm, Batote 23.2mm, Katra 5.8mm, Bhaderwah 6.3mm and Kathua 7.4mm.   


Regarding temperature, he said, Srinagar recorded a low of 6.8°C against 6.6°C on the previous night and it was 2.1°C above normal for the summer capital.


Qazigund, he said, recorded a low of 3.8°C against 4.5°C on the previous night and it was 0.2°C above normal for the gateway town of Kashmir.


Pahalgam, he said, recorded a low of 2.1°C against 1.6°C on the previous night and it was 2.0°C above normal for the famous tourist resort in south Kashmir’s Anantnag district.


Kokernag recorded a low of 2.1°C against 4.6°C on the previous night and it was 1.4°C below normal for the place, the officials said.


Gulmarg recorded a low of 0.5°C, the same as on the previous night and it was 2.8°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.


In Kupwara town, he said, the mercury settled at 4.8°C against 4.3°C on the previous night and it was 1.7°C above normal for the north Kashmir area.


Jammu recorded a low of 15.2°C against 14.3°C on the previous night. It was 0.3°C below normal for J&K’s winter capital, he said.


Banihal, he said, recorded a low of 4.4°C (below normal by 0.5°C), Batote 6.1°C (below normal by 0.6°C), Katra 13.0°C (0.4°C above normal) and Bhadarwah 7.0°C (3.1°C above normal).


Ladakh’s Leh, he said, recorded a low of minus 3.4°C. “Intermittent rain and thunderstorm accompanied by gusty winds at scattered places is expected whereas snowfall is likely over higher reaches from March till 20,” the official said, adding, “there is no forecast of any heavy rain and snow during the time.”


He said farmers are urged to postpone spraying of orchards during the period.

After Murder Now kidnap in Budgam

spokesman said police station Khag received an information that one lady who was begging in village Dalwash, Khag kidnapped a child aged about 04 years resident of Dalwash Khag. The lady concealed him under her scarf. Some women turned suspicious and informed police Station Khag.


Meanwhile a police party of police station Khag rushed to the spot alongwith lady police personnel, recovered the kidnapped boy from her possession and arrested her on spot.


The accused lady has been subsequently identified as Chidi Devi wife of Khana Ram resident of Dhannasar, Hanumangarh Rajasthan, he said.

H3N2 a common seasonal flu virus, in circulation for last 55 years’

 With spring spike of influenza cases in Kashmir valley, Doctors Association Kashmir (DAK) on Monday attributed the surge to lower levels of natural immunity in the population against flu viruses.



“People haven’t been exposed to influenza in the past two flu seasons due to Covid restrictions which has led to lower levels of natural immunity within the population,” said DAK President and influenza expert Dr Nisar ul Hassan.


Dr Hassan said we see influenza cases every year during winter months.


But the last two seasons witnessed negligible flu cases. The decline was because of Covid precautions such as face masking and social distancing.


“Now that people are out without masks, travelling extensively, business has resumed and children are back to schools, flu has made a comeback,” he said.


The DAK President said in typical years a good percentage of the population gets infected with these viruses and builds immunity against the infections.


What we are seeing are a couple of years where we didn’t see infections.


“So more people are susceptible to these viruses that is causing spike in cases in this season,” he said.

Dr Nisar said flu viruses have a tendency to mutate. Small changes keep on happening. And that could be another reason that we have severe and prolonged flu cases in unusual time of this year’s flu season.


He said H3N2 flu virus is not new. It is the commonest seasonal flu virus and is in circulation for the last 55 years.


The 1968 flu pandemic was caused by H3N2. The pandemic was over in two years, but the virus became a seasonal affair, peaks in every winter causing milder illness.


“Though H3N2 virus is dominant, H1N1 popularly called swine flu has been reported in significant number of influenza cases in Kashmir,” he added.


General Secretary DAK Dr Arshad Ali said people who develop flu symptoms like cough, fever, runny nose and sorethroat should isolate themselves till their symptoms resolve.


“Doctors should prescribe antiviral medicines instead of antibiotics to flu patients,” he said.

Carpenter Held For Killing Girl Chopping Body In Budgam

 Budgam Police have arrested one person identified as Shabir Ahmad Wani son of Abdul Aziz Wani, a resident of Mohanpora Ompora by profession a 45-year-old married carpenter for killing a 30-yr-old unmarried woman of Soibug at his home in Mohanpora (Ompora), chopped off her head, sliced the body into pieces and dumped the same at different spots in Budgam.



He said that carpenter during questioning has revealed that he has murdered the girl and cut her body in pieces and disposed off at different locations i,e Railway bridge Ompora and Sebden, where from her head and other parts of body were recovered. Police recovered all pieces of the body last night.


A police officer while confirming the incident told KDC that the accused person was arrested, all the body parts were recovered from different locations including her head from his home and further investigation into the case is going on.
